By removing institutional barriers, aligning with growth sectors, and providing infrastructure support, Hong Kong can attract and retain global talent, reduce skills mismatch, and strengthen economic security—key drivers of settlement and family formation. Cases from global economies will inform actionable options for Hong Kong’s next steps.
