The lecture will begin with an overview of the debate on population policy, tracing its evolution from the Malthusian regime to the modern growth regime. The lecture will briefly discuss major demographic challenges, with particular attention to the problem of “getting old before getting rich.” The discussion will then turn to the connection between population ageing and the Sustainable Development Goals (SDGs), with reference to the main global framework: the Madrid International Plan of Action on Ageing. The latter part of the lecture will focus on Hong Kong’s retirement protection system, analysed through the World Bank’s Five Pillar Framework, and supplemented with comparative insights from overseas experiences.

The lecture will be conducted via Zoom in the classroom.
