MIPA is a taught-course postgraduate programme in international affairs focusing on the Asia Pacific region. Networked with institutions in mainland China, North America, and Europe, the programme is designed for mid-career professionals and university graduates who want to further develop or prepare for careers in international affairs. The MIPA curriculum provides conceptual knowledge and in-depth understanding of global and Asia Pacific affairs to meet the challenge of a globalising world.

My research interest is to study the impact of disruptive innovation on public governance. I want to closely examine how the technology revolution has changed, reshaped and transformed public governance. I want to study various solutions and ideas put forward to mitigate and control this “gale of creative destruction”. In particular, I want to see how the unique Chinese model of governance will evolve with the use of information technology.

Mr. Lai has a deep interest in studying the governance of public organizations and exploring ways to connect public sector organizations, such as schools, with local and global communities. He believes the DPA Programme at the University of Hong Kong will equip him with the necessary tenets of contemporary public administration for the challenges of his community service. This DPA Programme will allow him to develop the academic and professional networks that will enrich his experience and support his community work.

Mr. Seah graduated from Peking University with a Masters Degree of Law (focusing in international politics) and Bachelor of Arts Degree in Law. He previously worked as an investment banker at Barclays and has extensive experience in the financial industry with expertise in securities, options, fund management and international businesses development. His in-depth knowledge of the private equity markets in Greater China and global markets enabled him to focus on business development around the world.
